OPIS reports are often used to determine the average cost at the rack, which is then used as the basis for setting prices for government fuel contracts. But with outages at some terminals, the survey often doesn’t reflect the actual price of fuel paid at the rack. Vermont joined our partners in New York, Connecticut, and Massachusetts to send a letter to OPIS asking them to stop posting prices for products that are unavailable.
